He noted that Tanglewood <br /> Village was a resident-owned community and explained how the proposed amendment would <br /> help the residents maintain their park . <br /> There being no further speakers, the Chairman closed the Public Hearing. <br /> MOTION WAS MADE by Vice Chairman Wheeler, <br /> SECONDED by Commissioner O ' Bryan, to approve <br /> staff' s recommendation . <br /> A brief discussion ensued, as Commissioner Davis and Attorney Polackwich considered <br /> to what extent the inhabitants of a resident-owned mobile home park could make decisions about <br /> their own community . It was concluded that this matter would have to be revisited, if so desired . <br /> Commissioner Flescher opposed the Motion, citing concerns about what the guidelines <br /> would be for the recreational vehicles and potential deterioration of the community and lifestyle <br /> impacts . <br /> Vice Chairman Wheeler provided additional background history on the County ' s efforts <br /> towards protecting mobile home park owners . He believed the owners of the recreational <br /> vehicles would be responsible neighbors , and felt the proposal would protect the mobile home <br /> park owners in the affected communities from being forced out due to encroaching development <br /> or insufficient revenues . <br /> The Chairman CALLED THE QUESTION, and by a 4 - 1 <br /> vote (Commissioner Flescher opposed) , the Motion <br /> carried . The Board approved Resolution 2011 -022 , <br /> approving the transmittal of a proposed amendment to <br /> Policy 1 . 16 of the Future Land Use Element of the Indian <br /> March 22 , 2011 17 <br />
