authorized staff to bind coverage of the insurance program <br /> for May 1 , 2011 through April 30 , 2012 , as recommended <br /> in the memorandum of April 4 , 2011 . <br /> 8J, AWARD OF BID # 2011018 FOR OSLO ROAD (( R 606) PHASE H ROADWAY <br /> WIDENING (43RD AVENUE TO 27TH AVENUE) IRC PROJECT NOS. 0533 <br /> As referenced under Item 4 , Commissioner Davis noted that he had pulled this item on <br /> behalf of Charles Wilson, <br /> Annabel Robertson North , Esquire , Asset Research and Recovery , LLC (ARR) , <br /> explained that ARR assists citizens in recovering funds from government agencies . She noted <br /> that the County ' s impact fee policies/procedures require the return of any funds unexpended <br /> within six (6) years, and give homeowners a one-year period in which to request a refund before <br /> the funds may be spent . Attorney North stated ARR was representing 11 homeowners believed <br /> to be owed refunds from the $ 1 . 4 million allotted under Traffic Impact Fees — District 3 , and <br /> requested that the Board not approve any expenditure of funds held by the County that are <br /> currently in the one-year refund period. <br /> Budget and Management Director Jason Brown affirmed that all of the referenced funds <br /> have been expended, and that no fees are owed to anyone in Traffic Impact Fee District 3 . <br /> Chairman Solari sought and received confirmation from Director Brown that should any <br /> refunds be due , other funds for this project would be available . <br /> Charles Wilson , Indian River County , stated that he had brought this issue to light, not to <br /> stop the project, but to put on record that unexpended funds may be due to individuals . <br /> April 12 , 2011 10 <br />
