He provided a chronology of the case , and explained that although <br /> the dock was never completely rebuilt in accordance with the building permit, Mr . Gilliams had <br /> received a partial Certificate of Occupancy (CO) for constructing part of the dock that had <br /> previously constituted a safety hazard. He relayed that in response to Mr .
