15.B.2. FINANCL4L SECURITY FOR 1,500 CUBIC YARDS OF CONCRETE
FROM INDIAN RIVER COUNTY RECYCLERS, LLC
Vice Chairman O'Bryan voiced concerns over: (1) the difference in tonnage per cubic
yard figures between the applicant and staff; and (2) the proposed security cost ($12,500) to load,
transport, and dispose the concrete being too low, considering that the service may not be used
for a couple years and the continual rise in costs for diesel fuel.
Managing Director Himanshu Mehta, Solid Waste Disposal District, recognized that the
applicant's cost estimate was low, but he felt it was fair. He pointed out why this material should
not be in our facility, and recommended the concrete be sent to the Patrick James Ecycle facility
in Ft. Pierce.
ON MOTION by Commissioner Solari, SECONDED by
Commissioner Flescher, by a vote of 4-1 (Vice Chairman
O'Bryan opposed), the Board approved a financial
security of $12,500 from Indian River County Recyclers,
LLC to cover the closure cost for the loading, transporting,
and disposal of 1,500 cubic yards of concrete, and
approved a two-party agreement between Indian River
County Recyclers and Indian River County, as
recommended in the memorandum of April 23, 2012.
AGREEMENT ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD
ALL BACKUP DOCUMENTATION, RESOLUTIONS, AND ORDINANCES ARE ON FILE IN THE OFFICE
OF THE CLERK TO THE BOARD AND ARE HEREBY MADE A PART OF THESE MINUTES
May 1, 2012 2
4
BK 142 PG 399
