ON MOTION by Commissioner O ' Bryan , SECONDED <br /> by Chairman Solari , the Board unanimously approved <br /> staff' s recommendation . <br /> Regarding the blocking or selection of particular advertisers , Attorney Polackwich <br /> cautioned the Board to be aware of First Amendment rights . <br /> The Chairman CALLED THE QUESTION , and the <br /> Motion carried unanimously . The Board approved the <br /> County Movie Showcase Program , and authorized the <br /> Chairman to execute an agreement with CGI <br /> Communications , Inc . , as recommended in the <br /> memorandum of April 27 , 2011 . <br /> AGREEMENT ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br /> 12. H. RECREATION - NONE <br /> 12. L PUBLIC WORKS <br /> 12. 1. 1 . STAFF UPDATE - SECTOR 3 BEACH RENOURISHMENT PROJECT <br /> Coastal Engineer James Gray , through a PowerPoint presentation (copy on file) , provided <br /> a status update on the Sector 3 Beach Renourishment Project, describing the areas of completion <br /> and the portions of beach not yet completed . IIe informed the Board that as of April 30 `1' , 2011 , <br /> this year ' s activity has been halted because of sea turtle nesting season . <br /> Commissioner O ' Bryan mentioned that the Board had informed Ranger Construction of a <br /> possible breach of covenant because the contract had expired prior to the project ' s completion . <br /> He asked whether it would be necessary for the Board to take any other steps at this time . <br /> May 3 , 2011 15 <br />
