Vice Chairman O ' Bryan appealed to all three parties to consider "kicking -in" $ 20 , 000 to <br /> settle and close this issue on a positive note for moving forward in the future - Ranger and Ranch <br /> Road opposed the idea . <br /> Commissioner Solari did not believe the County should be involved . <br /> Chairman Wheeler observed that the Board is at a loss to offer any solutions , and did not <br /> see where the Board could intervene . <br /> Commissioner Flescher elaborated on why he did not feel that Ranger did the right thing <br /> by distributing the money to Ranch Road , <br /> Mr. Smith stated that there are multiple issues involved in this situation , and he <br /> reiterated that Fischer received a significant increase during Phase II . <br /> Attorney Polackwich did not accept the notion that because the Board expressed concern <br /> about getting the money to the people burning the fuel , that it somehow created privity between <br /> the truckers and miners with the County . He said he had reviewed Change Order No . 4 to see if <br /> there was something that addressed this , but there was not .
