ON MOTION by Commissioner Solari, SECONDED by <br />Chairman Flescher, the Board unanimously approved the <br />proposed Municipal Service Taxing Unit (MSTU) Millage <br />rate of 1.0733, as recommended by staff. <br />MOTION WAS MADE by Commissioner Solari, <br />SECONDED by Chairman Flescher, to approve the <br />General Fund Millage rate of 3.0892. <br />A brief discussion ensued regarding the millage rate and what it covers. <br />The Chairman CALLED THE QUESTION. Motion <br />FAILED by a 2-3 vote (Commissioners Davis, O'Bryan <br />and Zorc opposed). <br />MOTION WAS MADE by Commissioner O'Bryan, <br />SECONDED by Commissioner Zorc, to approve the <br />proposed General Fund Millage rate of 3.2620, as <br />recommended by staff. <br />Vice Chairman Davis pointed out that this motion will give the Constitutional Officers <br />what they requested, it will give County employees a modest pay increase, it will make up for <br />the FRS rate that was imposed upon the employees, and will compensate for the substantial burn <br />in the Emergency Services reserves. <br />Administrator Baird and Director Brown revealed that the total impact on a $200,000 <br />home in the unincorporated area of Indian River County, with a $50,000 homestead exemption <br />would be $5.45 per month, or about $65.00 per year. <br />July 17, 2013 16 <br />BIC 144 PG 139 <br />
