Administrator Baird said that the Soil Conservation has been considered a special district, <br /> under State law, and should not be under his departments . He did not believe that cutting three <br /> hours from the employee was significant considering he has had to cut a total of 260 employees <br /> since the down-turn of the economy . <br /> Mr. Gunter and Director Baird debated the employee ' s cut in hours/salary . <br /> Administrator Baird provided the details of a past incident with the Housing Authority, <br /> whereby the County might not have received a clean audit and how it could affect the County ; <br /> and noted that in the future he would fund them as a non-profit, and not leave them on the <br /> County ' s payroll . <br /> Commissioner Solari agreed with moving the agencies over which we have no control or <br /> dominion off the County ' s books . <br /> Mr. Gunter advised the Board that the Memorandum of Understanding between the <br /> County , Districts , and State , states that they are to provide an office and staff for the agency . <br /> ON MOTION by Vice Chairman O ' Bryan, SECONDED <br /> by Commissioner Solari , the Board by a 4 - 1 vote <br /> (Commissioner Davis opposed) approved to maintain <br /> funding as proposed by the County Administrator, and <br /> directed staff to resolve with Mr. Gunter the issue of how <br /> the agency will be funded in the future . <br /> Chairman Wheeler listed the categories of the General Fund, as outlined on page 31 of <br /> the Agenda Packet . <br /> aftsm <br /> 1 4 2 PG 7i + <br /> July 18 , 2012 5 <br />
