Commissioner Zorc suggesting sending a copy of the letter to Representative Debbie <br />Mayfield's office for assistance in getting FDOT to move quickly. <br />Further discussion ensued regarding the demise of marine life, the Model Ordinance, <br />fines and penalties for non-compliance, septic tank leakage, testing requirements for landscapers, <br />requirements for golf courses, and the proposed modifications to the State Model Fertilizer <br />Ordinance (no phosphorus without soil testing, maintaining a 10 -foot restriction from all water <br />bodies, requiring fertilizer content to be at least 50% slow release nitrogen, and prohibiting the <br />use of fertilizer during Florida's rainy season). <br />Commissioner Zorc offered suggestions on moving forward with the adoption of the <br />Model Ordinance. <br />Vice Chairman Davis supported education versus regulation, and adopting a stronger <br />version of the Model Ordinance, but without the blackout dates. He believed that BMP certified <br />individuals should be exempt from the blackout period. <br />Chairman Flescher voiced concern over additional staffing to ensure compliance, which <br />prompted discussion about enforcement. <br />Commissioner O'Bryan felt that regarding enforcement, the simpler the better.
