He said that <br /> in response to a letter from Mike Banyas , the manager of Vista Gardens, expressing concerns <br /> about potential safety issues , staff had examined the Vista Gardens site, as well as the larger <br /> Vista Royale Wastewater site , and deemed that both plants should be demolished .
