ON MOTION by Commissioner Davis, SECONDED by Commissioner Flescher, the Board unanimously approved and authorized the Chairman to execute the Cost Sharing Agreement with Russell J . Kelly. INITIAL BOARD REVIEW OF COMMITTEE TERMS ISSUES Attorney Polackwich, through review of his August 1 , 2011 memorandum, presented background and analysis on some issues regarding committee member terms .
