REQUEST TO SPEAK FROM CHARLES WILSON REGARDING DEPOSITING <br />MONEY WITH THE COUNTY <br />The Chairman called a recess at 2:48 p.m., and reconvened the meeting at 3:02 p.m., <br />with Vice Chairman Davis presiding until Chairman Flescher rejoined the Board at 3:05 p.m. <br />Charlie Wilson, 2001 9th Ave., challenged policies and procedures regarding impact fee <br />refunds to Sebastian residents; the noticing to individuals prior to the expiration of their escrow <br />fund deposits; and the reclassification of the $1 million received from the Windsor land swap <br />with the County, from an escrow account into the General Fund. <br />Following discussion, Commissioner O'Bryan asked Director Keating to see if the City <br />of Sebastian's Building Department will implement a notification policy similar to the County's, <br />on impact fee refunds. <br />Clerk of the Circuit Court and Comptroller Jeffrey Smith confirmed that his office <br />reviews the escrow deposits annually with County staff to see if any monies need to be refunded. <br />Regarding the County s land swap with Windsor, he advised that the funds were transferred due <br />August 20, 2013 50 <br />BK I44PG228 <br />
