for Humanity (Habitat) has inquired about the possibility of charging a minimal interest rate in <br />order to find a lender. <br />Andy Bowler, 4568 North US Highway 1, disclosed that, as a 501c3 nonprofit <br />organization, Habit may not charge interest. <br />At this time Lange Sykes approached the Board to request that they initiate the public <br />hearing on the fertilizer ordinance. The Board CONSENSUS was to do so after the vote is <br />taken on the Motion. <br />The Chairman CALLED THE QUESTION, and the <br />Motion carried unanimously. The Board* (1) approved the <br />proposed Amended and Re -stated Neighborhood <br />Stabilization Program 3 (NSP3) Developer's Agreement <br />between Indian River County and Indian River Habitat for <br />Humanity (2) approved the proposed Amended and Re- <br />stated NSP3 Single -Family Purchase, Redevelopment and <br />Sales Program Manual; (3) authorized the Community <br />Development Director to make any changes to the <br />proposed Amended and Re -stated NSP3 Developer's <br />Agreement between Indian River County and Indian River <br />Habitat for Humanity and to the proposed modifications to <br />the NSP3 Single -Family Purchase, Redevelopment and <br />Sales Program Manual that may be required by the U.S. <br />Department of Housing and Urban Development; (4) <br />authorized the Chairman to execute the proposed <br />Amended and Re -stated NSP3 Developer's Agreement <br />between Indian River County and Indian River Habitat for <br />Humanity; and (5) authorized the Chairman to execute the <br />proposed Amended and Re -stated NSP3 Single -Family <br />August 20, 2013 52 <br />BK 144 PG 230 <br />
