meetings, authorize his office to draft an ordinance, and notice a public hearing concerning the <br />rules and policies so they are formally adopted into the Indian River County Ordinance Code, <br />which will be applicable to all County Boards and Committees. <br />MOTION WAS MADE by Commissioner O'Bryan, <br />SECONDED by Chairman Flescher, to approve staff's <br />recommendation. <br />The Commissioners debated the appropriate time for the public to make their request to <br />speak on Consent Agenda items. <br />MOTION WAS AMENDED by Commissioner O'Bryan, <br />SECONDED by Chairman Flescher, to approve: <br />(1) Resolution 2013-090, establishing rules and policies <br />governing opportunities for members of the public to be <br />heard on propositions before the Board in compliance with <br />Section 286.0114, Florida Statutes; encouraging all other <br />County Boards to adopt these rules and policies, repealing <br />any contrary Resolution; and (2) that the Board will <br />provide an opportunity for public comment prior to taking <br />action on the Consent Agenda. <br />Following the amended motion, there was a brief discussion. <br />The Chairman CALLED THE QUESTION and the <br />amended motion carried unanimously. <br />BK l44PG285 <br />September 10, 2013 22 <br />
