PUBLIC HEARING AND DISCUSSION OF 2011 REDISTRICTING OF <br />COUNTY COMMISSIONER DISTRICTS (ADMINISTRATIVE) <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />County Attorney Alan S. Polackwich, Sr., recapped his memorandum dated August 30, <br />2011, providing history and background on the 2011 redistricting of County Commissioner <br />Districts. He recalled that following the July 12, 2011 Public Hearing, the Board adopted the <br />2011 Redistricting Plan that set forth criteria for staff in preparing redistricting proposals and <br />provided a general roadmap for the public to view the County's process. He announced that <br />today would be the second Public Hearing, with the third scheduled for September 20th, and the <br />final on October 18th for proposal adoption. <br />Will Rice, Geographic Information Systems Manager (GIS), using a PowerPoint <br />presentation (on file), described the existing map, the perceived deficiencies with the existing <br />boundaries, the 2010 U.S. Census population in existing districts, the 2011 redistricting process <br />and guidelines, and the two redistricting proposals. <br />Attorney Polackwich clarified that the Board is obligated to look at redistricting maps <br />every ten years, but is permitted to review them during any odd numbered years in between. <br />Discussion ensued among the Commissioners regarding growth trends, the intent of <br />redistricting, addressing redistricting on an <br />odd year basis, and district/countywide <br />representation. <br />September 13, 2011 11 <br />B� l 4 !
