BUDGET OVERVIEW BY COUNTY ADMINISTRATOR JOSEPH A. <br /> BAIRD <br /> Chairman Wheeler announced that Budget & Management Director Jason Brown would <br /> be providing the budget overview. <br /> Director Brown used a PowerPoint Presentation (on file) to support the Fiscal Year 2012- <br /> 2013 budget message . He announced that the proposed budget was $252, 135 ,490 , a reduction of <br /> $ 17 . 9% from the current budget of $ 307 ,000 , 000 . He reported that ad valorem taxes are down <br /> $ 34 million or 4 . 7% from the current year, and $ 33 million since 2006/2007 . He noted that nine <br /> full-time positions have been eliminated, saving $ 620,000 , and although 260 full-time positions <br /> have been cut since 2006/207 , services have been maintained or increased (with the addition of <br /> the Brackett Library and Fire Station 12) . Director Brown reported that a Land Acquisition <br /> Bond has been paid off, resulting in an approximate reduction in property taxes of $ 950,000 , and <br /> a $ 1 . 25 million savings in interest fees . He said that although Medicaid costs have increased, <br /> the County ' s original cost of $ 793 ,000 has been reduced to around $ 600,000 . He relayed that <br /> beach park privatization and lower health insurance costs have resulted in approximate savings <br /> of $ 163 , 000 and $ 300 , 000, respectively. Director Brown noted that General Fund and <br /> Emergency Services District reserves will be used to balance the budget, and the total taxing <br /> funds for the County are down 4 . 7% or $ 6 . 7 million from the current year. Director Brown <br /> summarized that all tax rates will remain the same as the current fiscal year (except for <br /> eliminating the tax connected with the paid off bond) ; and there are no increases in the millage <br /> rates . <br /> September 19 , 2012 2 <br /> Final Budget Hearing <br />
