ATTACHMENT B SCOPE OF SERVICES AND PROTECT SCHEDULE NORTHERN EXPANSION PROPERTY ERP PERMITTING, C-5 CANAL ABANDONMENT AND LANDFILL STORMWATER SYSTEM LAYOUT 1 . BACKGROUND IRC is preparing to expand its solid waste operation to include additional property located to the north in accordance with the Solid Waste Master Plan. This property will be referred to as the Northern Expansion Property . IRC has acquired this property along Oslo Road located west of the Ocean Spray citrus processing plant, extending to the west almost to the bridge over Interstate 95 . The property is just north of and adjacent to the existing IRC Sanitary Landfill facility. The County-owned property is comprised of six former tracts and has an area of approximately 230 acres . The newly acquired property is proposed to be developed as additional solid waste management facilities . Initial development of the parcels is planned to occur over the next ten years . The 230 acre tract is available for current and future solid waste uses which will include Class I landfill area, Construction and Demolition (C&D) debris processing/ disposal areas, stormwater management and borrow operations . II. PURPOSE This proposal is for work necessary to provide the permitting services associated with the FDEP Conceptual ERP and an USACE IP. These permits are required to begin development of the Northern Expansion property in accordance with the approved Master Plan. Substantial Environmental permitting is required to mitigate for planned impacts to wetlands and waters of the state (C-5 Canal) which are part of the Northern Expansion area . The permitting services for this project will include : ■ Preparation of an ERP conceptual application and a USACE IP application for the entire Northern Expansion Area . ■ Additional wetlands assessment work and preparation of a wetland mitigation plan for impacts to existing wetlands on the Northern Expansion property. ■ Onsite landfill stormwater system planning and Conceptual Stormwater layout for the entire landfill . The ERP and IP will encompass future impacts to both wetlands and waters of the state across all of the Northern Expansion property. This will include existing wetlands which the Master Plan indicates will be impacted by future development as well as the backfilling of the C-5 Canal. The ERP will be based on the Master Plan layout of the Northern Expansion Area already approved by IRC. B- 1 rb4508.doc
