ATTACHMENT B <br /> SCOPE OF SERVICES AND PROTECT SCHEDULE <br /> NORTHERN EXPANSION PROPERTY ERP PERMITTING, C-5 CANAL ABANDONMENT <br /> AND LANDFILL STORMWATER SYSTEM LAYOUT <br /> 1 . BACKGROUND <br /> IRC is preparing to expand its solid waste operation to include additional property located <br /> to the north in accordance with the Solid Waste Master Plan. This property will be referred <br /> to as the Northern Expansion Property . IRC has acquired this property along Oslo Road <br /> located west of the Ocean Spray citrus processing plant, extending to the west almost to <br /> the bridge over Interstate 95 . The property is just north of and adjacent to the existing IRC <br /> Sanitary Landfill facility. The County-owned property is comprised of six former tracts <br /> and has an area of approximately 230 acres . <br /> The newly acquired property is proposed to be developed as additional solid waste <br /> management facilities . Initial development of the parcels is planned to occur over the next <br /> ten years . The 230 acre tract is available for current and future solid waste uses which will <br /> include Class I landfill area, Construction and Demolition (C&D) debris <br /> processing/ disposal areas, stormwater management and borrow operations . <br /> II. PURPOSE <br /> This proposal is for work necessary to provide the permitting services associated with the <br /> FDEP Conceptual ERP and an USACE IP. These permits are required to begin <br /> development of the Northern Expansion property in accordance with the approved <br /> Master Plan. Substantial Environmental permitting is required to mitigate for planned <br /> impacts to wetlands and waters of the state (C-5 Canal) which are part of the Northern <br /> Expansion area . The permitting services for this project will include : <br /> ■ Preparation of an ERP conceptual application and a USACE IP application for the <br /> entire Northern Expansion Area . <br /> ■ Additional wetlands assessment work and preparation of a wetland mitigation plan <br /> for impacts to existing wetlands on the Northern Expansion property. <br /> ■ Onsite landfill stormwater system planning and Conceptual Stormwater layout for the <br /> entire landfill . <br /> The ERP and IP will encompass future impacts to both wetlands and waters of the state <br /> across all of the Northern Expansion property. This will include existing wetlands which <br /> the Master Plan indicates will be impacted by future development as well as the <br /> backfilling of the C-5 Canal. The ERP will be based on the Master Plan layout of the <br /> Northern Expansion Area already approved by IRC. <br /> B- 1 rb4508.doc <br />
