A major component of the ERP is the preparation of a wetland mitigation plan for the <br /> wetlands which will be impacted . This includes enhancement of the two existing wetlands <br /> and creation of new wetlands to compensate for wetland impacts . <br /> This scope also includes a task for the Conceptual design of the onsite Landfill stormwater <br /> management system. This work will include an engineering layout of the future landfill <br /> areas including stormwater ponds, major ditches and major culverts to implement the <br /> system. Also included will be a planned sequence of construction for the initial facilities to <br /> maximize the level of effort to be performed by SWDD employees . <br /> This proposal is divided into four major tasks, which are described below . Surveying <br /> services will be provided by Carter Associates, Inc . Geotechnical field services will be <br /> provided by Donald Law and Associates . <br /> III . SCOPE OF WORK <br /> TASK 100 - DATA COLLECTION <br /> Subtask 110 Data Collection (Survey and Aerial Photography) <br /> CDM will collect the required survey data for the site . This will include topographic survey <br /> information required for conceptual permitting of the Northern Expansion Area and the <br /> wetland mitigation site . The Conceptual permitting will require general topographic <br /> information for the Northern Expansion area and detailed topographic information for the <br /> wetlands mitigation area. IRC has detailed topographic information for a portion of the <br /> Northern Expansion area and for all of the wetland mitigation area . In addition, a recent aerial <br /> photograph (1 " = 400' at a minimum) delineating project boundaries will be included as <br /> required by regulation. <br /> A local surveying subconsultant will be used to verify the boundary of the entire landfill <br /> property . IRC currently has boundary information for each individual property which has been <br /> acquired to make up the Northern Expansion area . However, these property boundaries have <br /> never been reconciled with each other onto a single boundary of the entire IRC SWDD property . <br /> It is this entire property boundary which will be submitted as part of the ERP . A survey will be <br /> produced showing the boundary and a legal description of the property . In addition, <br /> topographic work performed on the Northern Expansion Area and on the wetland mitigation <br /> parcel ten years ago will be incorporated into a single drawing. Geotechnical borings and <br /> sampling locations on the wetland mitigation area will also be located . <br /> In addition, CDM will perform geotechnical investigation work in the wetlands mitigation site . <br /> Soil borings and soil samples will be required to help establish the hydrology of the wetlands at <br /> this site and the suitability of the upland soils for use as backfill . In addition, an assessment of <br /> average and seasonal high groundwater levels will be made for the wetland mitigation site . In <br /> order to characterize the wetland mitigation site a total of 7 SPT borings to a depth of 10 feet <br /> and one boring to a depth of 25 feet will be installed . The soils will be classified, index property <br /> testing will occur and stabilized groundwater measurements taken.
