17 . Drawings—That part of the Contract completion date or time prior to Substantial Comple- <br /> Documents prepared or approved by ENGINEER tion of all the Work . <br /> which graphically shows the scope , extent, and <br /> character of. the Work to be performed by 28 . Notice of Award—The written notice by <br /> CONTRACTOR. Shop Drawings and other OWNER to the apparent successful bidder stating that <br /> CONTRACTOR submittals are not Drawings as so upon timely compliance by the apparent successful <br /> defined . bidder with the conditions precedent listed therein , <br /> OWNER will sign and deliver the Agreement. <br /> 18 . Effective Date of the Agreement—The <br /> date indicated in the Agreement on which it becomes 29 .
