SJRWMD Watershed Action Volunteer Program <br /> 4 , Indian River Lagoon Program, SJRWMD <br /> PROJECT LOCATION : NPS Priority Watershed--Indian River Lagoon <br /> Hydrologic Unit Code : 03080203 <br /> The longitude of the project site is 80°E 29 ' 22 " and the latitude is 27°N 50 ' 15 ". The site is located within the <br /> Fleming Grant, Section 21 , in northern Indian River County. The project, the creation of two stormwater <br /> detention ponds, will provide flood control and stormwater quality treatment for a 124 . 5 -acre watershed in <br /> Roseland. The watershed lies east of the Florida East Coast Railroad (FEC) and west of US Highway 1 , north <br /> of the City of Sebastian and south of the St. Sebastian River, Figure A shows this watershed ' s location with <br /> respect to Brevard County and the Indian and St. Sebastian Rivers . <br /> The Roseland project will reduce the frequency and severity of flooding within the natural slough just south of <br /> Bay Street. The area is subject to nuisance flooding that causes road access problems. The creation of <br /> additional flood storage in two wet detention ponds and the construction of control structures to bleed down <br /> each lake will improve the quality of discharge flowing to the St. Sebastian River. This project is currently in <br /> the initial design phase through funding provided by the County and the St. Johns River Water Management <br /> District (SJRWMD) . The vast majority of the 124 .5-acre watershed drains northeastward toward the Indian <br /> River Lagoon. This project is proposed to improve water quality in the St. Sebastian River (designated a Class <br /> III Aquatic Preserve by Florida Department of Environmental Protection (FDEP)) and in the Indian River <br /> Lagoon system, an "estuary of national significance" (designated by Environmental Protection Agency ' s (EPA) <br /> National Estuary Program). This is to be accomplished by capturing stormwater runoff and routing the water <br /> into two detention ponds for treatment prior to discharge into the St. Sebastian River. <br /> WATERSHED RESTORATION ACTION STRATEGY: <br /> This project is included as part of the Indian River County 2020 Comprehensive Plan and has been requested by <br /> the Roseland Property Owners Association. It is also listed as a project for completion in the Indian River <br /> County Comprehensive Plan ' s Capital Improvement Program Element. Contributions from local governments, <br /> like Indian River County, in Action FSD- 13 to be completed during the next two years (IRLCCMP, revised <br /> 1998) are estimated at $ 6,000, 000. Completion of the East Roseland project will address stormwater <br /> improvements and directly supports the IRLCCMP, Action FSD- 13 , "Upgrade Existing Stormwater Drainage <br /> Systems" (IRLCCMP, page 122) . It also is listed as a priority objective in the 1994 Indian River Lagoon <br /> Surface Water Improvement and Management Plan (SWIM), revised 1994 . In this plan (page 100), it states that <br /> "stormwater runoff is considered to be the single most significant source of pollution for most surface waters. " <br /> Furthermore, the plan recognizes stormwater runoff problems in the East Roseland area (page 244) . Finally, the <br /> DEP Agreement No. G0061 , Attachment A, Page 1 of 9 <br />
