12 . All Utility As-built construction located withing one mile of the <br /> Indian River County Global Positioning System ( G . P . S . ) control <br /> project shall be tied from that nearest G . P . S . point and into the <br /> closest construction site Permanent Reference Monument <br /> ( P . R . M . ) , if available . This does not eliminate Item No . 7 above . <br /> 13 .
