Our File #0325 <br /> September 3 , 2003 <br /> NON-EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT <br /> CONTINUING CONSULTING SERVICES <br /> WORK AUTHORIZATION #3 <br /> • Project Description <br /> The Central Regional Wastewater Treatment Plant (CRWWTP) is located in Central Indian <br /> River County at 3550 49`h Street north of Lindsey Road in Gifford, Florida. The CRWWTP was <br /> designed by CDM as an advanced wastewater treatment plant with a permitted capacity of 2 <br /> million gallons per day (gpd) . However, County staff has been operating the existing plant using <br /> the extended aeration mode of operation since biological removal of nitrogen and phosphorous is <br /> not necessary at this time due to effluent disposal utilizing golf course irrigation. Indian River <br /> County is seeking to increase the permitted wastewater treatment capacity to 4 MGD in order to <br /> accommodate future wastewater flows . Based on discussions with County staff, the 4 MGD <br /> plant will still operated based on the extended aeration mode of operation. This proposal is for <br /> preliminary design, final design, preparation of Construction Plans, specifications, and bid <br /> documents, permitting, bidding services, and services during project construction. <br /> 1 <br /> Indian River County has contracted separately with another consultant for the design of the <br /> adjacent sludge handling facilities and the CRWWTP anoxic zone odor control improvements . <br /> Since time is of the essence, Masteller & Moler, Inc . and its sub-consultants intend to initiate the <br /> design and preparation of Construction Plans for various treatment components, simultaneously <br /> with the preparation of the Preliminary Engineering Design Report. Also, plan preparation fees <br /> and schedules contained in this proposal are based on Indian River CoLmt providing Masteller <br /> & Moler, Inc. with the CDM As-Built Plans with electronic copies of existing plant plans in <br /> Autocad Format. <br /> In order to execute this project in the most cost effective manner with the most aggressive <br /> schedule, Masteller & Moler, Inc . is using the following sub-consultants : <br /> • Masteller, Moler & Reed, Inc . for the As-Built Survey of the existing facilities . <br /> • Dunkelberger Engineering and Testing, Inc. for soil boring and testing information. <br /> • Jenkins & Charland for structural engineering services. <br /> • Bailey Engineering or Garrison Engineering for electrical design and instrumentation. <br /> 1 of 7 <br />
