C . 11403- 11407b ) . <br /> S + C is designed to link rental assistance to <br /> Sec . supportive services for hard -to-serve homeless <br /> 582 . 1 Purpose and scope . persons with disabilities ( primarily those who are <br /> 582 . 5 Definitions . seriously mentally ill ; have chronic problems with <br /> alcohol , drugs, or both ; or have acquired <br /> Subpart B-Assistance Provided immunodeficiency syndrome (AIDS) and related <br /> diseases) and their families . The program <br /> 582 . 100 Program component descriptions . provides grants to be used for rental assistance <br /> 582 . 105 Rental assistance amounts and for permanent housing for homeless persons with <br /> payments . disabilities . C . 11403g ) . <br /> Subpart E-Ad ministration Eligible person means a homeless person with <br /> 582 . 400 Grant agreement. disabilities ( primarily persons who are seriously <br /> 582 . 405 Program changes . mentally ill ; have chronic problems with alcohol , <br /> 582 . 410 Obligation and deobligation of funds . drugs, or both ; or have AIDS and related <br /> diseases) and , if also homeless, the family of <br /> such a person .
