EXHIBIT A <br /> Appraisal & Valuation Services - Provide appraisals of foreclosed properties following the <br /> Uniform Standards of Professional Appraisal Practice ( USPAP ) and federal appraisal <br /> requirements found in 49 CFR 24 . 103 . Compliance with both USPAP and federal appraisal <br /> requirements may be achieved by using the Supplemental Standards Rule and the <br /> Jurisdictional Exception Rule of USPAP , where applicable . These services shall be provided <br /> prior to property acquisition and after the rehabilitation of the property has been completed . <br /> All property appraisals that are requested by Indian River County shall be completed and <br /> submitted to the County within four (4 ) business days from the issuance of the Notice to <br /> Proceed for the appraisal . <br />
