Indian River County, Florida, the following fees, which are hereby charged for issuing such <br />permits required under the zoning regulations of Indian River County, Florida, which said fees are <br />s� <br />as follows: <br />n <br />(a) For the first $1,000.00 or fraction thereof of estimated cost, the sum of $3.50.. <br />(b) For each additional $1,000.00 or fraction thereof of estimated cost in excess <br />of $1,000.00 up to $5,000.00, the sum of $2.50. <br />(c) For each additional $1,000.00 or fraction thereof of estimated cost in excess <br />of $5,000.00, up to $100,000.00, the sum of $0.50. <br />Such fees when received by the Superintendent of Public Roads shall be by:.him <br />paid over and delivered to the Clerk of this Board, who shall deposit the same in the General <br />Fund of this County. <br />9. All costs and expenses of issuing said permits shall be charged to the <br />General Fund of this County. <br />10. If the Superintendent of Public Roads is satisfied that the work described <br />in an application for a permit and the plot plan filed therewith conform to the requirements <br />of this resolution and of the zoning resolution and other pertinent laws and resolutions, he <br />shall issue a permit therefore to the applicant. <br />11. If the application for a permit and the plot plan filed therewith describe <br />work which does not conform to the requirements of this resolution or the zoning resolution <br />or other pertinent laws or resolutions, the Superintendent of Public Roads shall not issue a <br />permit but shall return one copy thereof with his refusal to issue such permit to the applicant>. <br />Such refusal shall, when requested, be in writing and shall contain the reasons therefor. <br />12. The Superintendent of Public Roads shall act upon an application for a <br />permit without unreasonable or unnecessary delay. A permit issued shall be construed to be a <br />license to proceed with the work and shall not be construed as authority to violate, cancel <br />alter or set aside any of the provisions of this resolution or the zoning resolution, nor <br />shall such issuance of a permit prevent the Superintendent of Public Roads from thereafter re- <br />quiring a correction of errors or a violation of this resolution or the zoning resolution. <br />Any permit issued shall become invalid unless the work authorized by it shall have been com- <br />menced within six months after its issuance or if the work authorized by such permit is sus- <br />pended or abandoned for a period of one year after the time is commenced; provided that for <br />cause one or more extensions of -time for periods not exceeding ninety days each may be allowed <br />in writing by the Superintendent of Public Roads. <br />13. When a permit is issued, the same shall be signed by the Superintendent of <br />Public Roads and the permit shall be kept at the site of work and shall be opened to inspec- <br />tion by the Superintendent of Public Roads or his authorized representative. <br />14. If any person commences work on a building or structure before obtaining <br />the necessary permit, then the fees for such permit shall be double the schedule of fees set <br />forth above. <br />15.
