15th. Present were Chairman J. J. P. Hamilton, W. C. Graves, Jr., Robert W. Graves and <br />Donald Macdonald, anis D.'B..McCullers,''Jr: Also present were Sherman N. Smith, Jr., <br />'9 Attorney, E. E. Carter, Superintendent of Roads and Katherine Morrison, Deputy Clerk. <br />Chairman Hamilton, stated this meeting was called for the purpose of clearing <br />j up the remainder of the right of way for U. S. #1 Highway in -the Sebastian-Wabasso area. He <br />i then turned the meeting over to Sherman N. Smith, Jr. Attorney. <br />Attorney Smith stated that he had received the appraisal report from Warren <br />Zeuch and Bill Jacobus with a bill for their services in the amount of $2,700.00. This bill <br />was ok'ed for payment. <br />Attorney Smith read the report from the appraisers and after considerable <br />discussion in the matter, and upon Motion made by Commissioner W. C. Graves, Jr., seconded by <br />Commissioner Macdonald and unanimously carried, the following Resolution was adopted: <br />R E S O L U T I O N --- State Road Department.to advance <br />to County secondary road funds. <br />WHEREAS, Indian River County, acting by and through its Board of County Comm- <br />issioners, has heretofore entered into a contract with the State Road Department of Florida <br />agreeing to acquire the right of way necessary for the construction of Section 889140207 (110), <br />State Road No. -5, Indian River County, Florida; and, <br />WHEREAS, said County has heretofore employed Warren T. Zeuch and William H. <br />Jacobus to appraise the property required for said right of way for the purpose of determining) <br />the fair compensation due the owners thereof for said taking; Now, therefore, <br />BE IT RESOLVED by the Board of County Commissioners of Indian River County, <br />Florida, that this Board does herewith approve the appraisal filed at this meeting by said, <br />appraisers and this Board does herewith approve the statement for servicesof said appraisers <br />in the sum of $2,700.00; and, <br />BE IT FURTHER RESOLVED that this Board does herewith request the State Road <br />Department of Florida to advance to this County from any and all secondary road funds on hand <br />raisal and to pay the costs of condemnation of all parcels not voluntarily conveyed, including) <br />the deposit necessary for an order of immediate taking in said condemnation suit in order <br />that said right of way may be speedily acquired, all such payments to be made direct by said <br />Department to the parties entitled to receive the same upon the request of the attorney of <br />this Board. <br />Troy E. Moody, Tax Collector, appeared before the Board and declared that he <br />was confident the business of his office is conducted on a sound, economical and efficient <br />• basis. He described the modern validating machine which his office uses, and the thorough <br />permanent record it keeps of every transaction. He stated that every receipt they issue is <br />correct or corrected as soon as they learn of the error. Commissioner Macdonald then asked <br />by said <br />Department for the account <br />of <br />this County a <br />sum <br />of money sufficient to pay <br />the state- <br />ment of <br />said appraisers and to pay <br />the <br />compensation <br />due <br />the owners as set forth in <br />said app- <br />raisal and to pay the costs of condemnation of all parcels not voluntarily conveyed, including) <br />the deposit necessary for an order of immediate taking in said condemnation suit in order <br />that said right of way may be speedily acquired, all such payments to be made direct by said <br />Department to the parties entitled to receive the same upon the request of the attorney of <br />this Board. <br />Troy E.
