E. <br /> Associate <br /> Geosyntec Consultants <br /> 2258 Riverside Avenue <br /> Jacksonville, FL 32204 <br /> RE : Proposal for Third-Party Verification Services for Landfill Methane Greenhouse <br /> Gas Reduction Projects <br /> RSG Project No. INDIAN RIVER-07- 1 <br /> Dear Kwasi: <br /> Richardson Smith Gardner & Associates (RSG) is pleased to provide this proposal to provide <br /> third-party verification services for the landfill methane greenhouse gas reduction project located <br /> at the Indian River landfill, located near Vero Beach, Florida. This proposal is to provide <br /> services on a time and expenses basis with a limit not to be exceeded without prior notification. <br /> Scope <br /> RSG is proposing to verify greenhouse gas emission reduction credits resulting from combustion <br /> of methane gas in a landfill gas (LFG) collection and control system at the Indian River landfill, <br /> in order to qualify the credits for sale on the Chicago Climate Exchange (CCX). The <br /> verification may cover the period from August 1 , 2007 through December 31 , 2007. <br /> Verification services will be performed in accordance with provisions contained in Chapters 9 <br /> and 10 of the most recent version of the Chicago Climate Exchange ®, Inc. Rulebook , and <br /> CCX® Project Guidelines: Landfill Gas-Version 12, at the time of the verification reports. <br /> Deviations from these provisions may not preclude verification of this project; however, RSG <br /> cannot guarantee that CCX will accept the verification report if the project deviates from the <br /> provisions. Tasks to be performed during this project include verification of the following : <br /> 1 . Verification of project eligibility as defined by CCX and determined by the documented <br /> regulatory status of the landfill and collection system, in accordance with the applicable <br /> federal regulations 3; <br /> Chicago Climate Exchange ®, Inc. Rulebook, prepared by the Chicago Climate Exchange ®, Inc., Copyright <br /> January 2004 (or most recent version as provided by CCX) <br /> 2 CCX ® Project Guidelines: Landfill Gas-Version 1 , prepared by the Chicago Climate Exchange ®, Inc., dated <br /> February 2, 2004 (or most recent version as provided by CCX) <br /> ' Emission Guidelines and Standards of Performance for MSW Landfills (EG & NSPS), 40 CFR Part 60, Subparts <br /> Cc and WWW, published March 12, 1996, and amended June 16, 1998, February 24, 1999, and April 10, 2000. <br /> 14 N .
