ATTACHMENT A <br /> SCOPE OF WORK <br /> INDIAN RIVER COUNTY <br /> TECHNICAL ASSISTANCE FOR WATER SUPPLY PROJECTS <br /> WORK ORDER NO. 5 - AMENDMENT NO. 1 <br /> The purpose of this Scope of Services is for CDM to provide technical assistance to Indian River <br /> County (County) regarding water supply planning related to the North and South County <br /> Water Treatment Plants (WTP) over a 12-month period. <br /> Background <br /> In May 2006, the Indian River County (County) Board of County Commissioners authorized <br /> CDM to provide technical assistance for water supply projects. The scope of services of the <br /> previous work order was to provide assistance with consumptive use permitting (CUP) <br /> application process (application completed by another consultant), provide clarifications and <br /> statement of assumptions made during the original modeling (prepared by CDM), and reviews, <br /> as needed, during the permit modification process. CDM was also to provide assistance related <br /> to the concentrate permit renewal/ modification, as needed (also being prepared and submitted <br /> by a third party consultant) and various water supply planning issues. The original work order <br /> was to provide such services for a 12-month period. <br /> Due to the vast number of meeting requests, workshops, and permitting issues related to these <br /> water supply planning issues, the budget allowed for these activities was not sufficient. <br /> Additional issues/ concerns have been identified by other parties. Additional scope and budget <br /> is required to meet the County's needs. <br /> CDM will continue to provide the services outlined in the original Scope of Services, as follows: <br /> Value Engineering <br /> CDM will continue to review, at the County's request, permit applications, modeling, reports <br /> and other deliverables prepared by third party consultants based on the long standing history <br /> and knowledge that CDM has of the County's facilities. Items to be included in the value <br /> engineering efforts may include such projects as consumptive use permitting, concentrate <br /> disposal modeling and permitting, and other projects as requested by the County. <br /> Soil and Water Conservation District Issues <br /> CDM will assist the County in efforts to respond to rapidly growing development and utility <br /> concerns, prepare for and represent the County at meetings with local boards and/ or Districts, <br /> and respond to various public inquiries regarding facility expansions. CDM will prepare <br /> letters, letter reports, presentations and garner public support for the County ' s water related <br /> projects, travel to various locations as necessary to coordinate and provide technical assistance <br /> to government agency representatives, and other services as requested by County staff. <br /> General Services <br /> CDM will assist the County with day to day issues that arise unexpectedly and provide <br /> miscellaneous consulting services to assist the County with general planning efforts. <br /> A-1 ;b1N5.dm <br />
