This process will require further effort in excess of previously budgeted amount. <br />However, the effort to conform the contract language to the specific needs of IRC will serve as <br />the standard procurement document for future projects. The 2002 version of the EJCDC is the <br />most recent version of these standard procurement documents. CDM is seeking additional <br />funding in this amendment for the final review of the documents that have been prepared by <br />the Indian River County Attorney's office. <br />Task 3.0 Permitting Services (Amendment 2 Additional Services) <br />This task provides for the preparation of necessary permit applications, meetings, and <br />negotiation with regulatory agencies and preparation of responses to Requests for Additional <br />Information (RAI) by IRC Planning and Zoning and the FDEP. <br />CDM has prepared applications for permits with the Florida Department of Environmental <br />Protection (FDEP) and has answered two Requests for Additional Information (RAI). Permit - <br />related work shall include furnishing required data, drawings, and other information requested <br />and assisting IRC to obtain required permit approvals. CDM has submitted permit applications <br />to IRC Planning and Zoning for the major modification of the site plan. The RAI requires <br />additional effort beyond the previously anticipated permitting activities. CDM will revise the <br />applications as required and submit to appropriate regulatory agencies for review and <br />approval. The following permits could be impacted by increasing the plant flows: <br />FDEP requires a permit to construct plant process and site improvements. CDM has <br />submitted the second RAI but will be required to answer the third RAI because of <br />outstanding issues with the consumptive use permit(s) and the concentrate disposal <br />permit. <br />CDM has procured the St. John's River Water Management District (SJRWMD) <br />Environmental Resources Permit (ERP) for modifying the existing stormwater drainage <br />system at the plant site. The IRC stormwater department has requested some revisions <br />to the permit application for their review for acceptance by the major site plan <br />modification. CDM will apply for a Type A stormwater permit to satisfy the review <br />comments for the site plan permit. <br />CDM will require additional landscape architecture services for the type C buffer <br />required by IRC Planning and Zoning. The major site plan review will now require a <br />public hearing and approval since the new impervious area is greater than 10 percent of <br />the previously permitted area.
