version. This process will require further effort in excess of previously budgeted amount.
However, the effort to conform the contract language to the specific needs of IRC will serve as
the standard procurement document for future projects. The 2002 version of the EJCDC is the
most recent version of these standard procurement documents. CDM is seeking additional
funding in this amendment for the final review of the documents that have been prepared by
the Indian River County Attorney's office.
Task 3.0 Permitting Services (Amendment 2 Additional Services)
This task provides for the preparation of necessary permit applications, meetings, and
negotiation with regulatory agencies and preparation of responses to Requests for Additional
Information (RAI) by IRC Planning and Zoning and the FDEP.
CDM has prepared applications for permits with the Florida Department of Environmental
Protection (FDEP) and has answered two Requests for Additional Information (RAI). Permit -
related work shall include furnishing required data, drawings, and other information requested
and assisting IRC to obtain required permit approvals. CDM has submitted permit applications
to IRC Planning and Zoning for the major modification of the site plan. The RAI requires
additional effort beyond the previously anticipated permitting activities. CDM will revise the
applications as required and submit to appropriate regulatory agencies for review and
approval. The following permits could be impacted by increasing the plant flows:
FDEP requires a permit to construct plant process and site improvements. CDM has
submitted the second RAI but will be required to answer the third RAI because of
outstanding issues with the consumptive use permit(s) and the concentrate disposal
permit.
CDM has procured the St. John's River Water Management District (SJRWMD)
Environmental Resources Permit (ERP) for modifying the existing stormwater drainage
system at the plant site. The IRC stormwater department has requested some revisions
to the permit application for their review for acceptance by the major site plan
modification. CDM will apply for a Type A stormwater permit to satisfy the review
comments for the site plan permit.
CDM will require additional landscape architecture services for the type C buffer
required by IRC Planning and Zoning. The major site plan review will now require a
public hearing and approval since the new impervious area is greater than 10 percent of
the previously permitted area. The original scope of services provided for engineering
services required without the anticipation of the public hearings.
Task 4.0 Bidding Assistance Services (No Change in this Amendment)
Task 5.0 Contract AdministrationTeriodicField Representation
(No change in this Amendment)
OTHER SERVICES NOT
INCLUDED IN THIS SCOPE OF
SERVICES (No
Changes)
The following list of items
is not included in this Scope of Services
but will be
addressed in
separate proposals or will
be negotiated separately with IRC,
if required:
A-2 mh2405.doe
