EXHIBIT 1 <br /> ATTACHMENT <br /> INDIAN RIVER UTILITIES DEPARTMENT <br /> NORTH COUNTY BRINE DISPOSAL <br /> SCOPE OF SERVICES <br /> Amendment No . 3 modifies the scope of work in Work Order No. 1 as issued to Ecotech <br /> Consultants, Inc. for assisting the County with permitting, design, and construction management <br /> services . Negotiations with FDEP has made it necessary to revise the original design and contract <br /> plans of the brine disposal system. Seven (7) acres are being added to the western boundary of the <br /> site and this causes a major change in our previous design and significant revisions to our contract <br /> plans . <br /> Amendment No . 3 is being implemented at this time to provide professional environmental and <br /> engineering services by Ecotech Consultants, Inc. and Masteller & Moler, Inc. associated with the <br /> project described above. The additional work to be performed as part of this Amendment will <br /> generally included the preliminary redesign of the site plan (to include the additional seven acres on <br /> the west side of the site) for permitting purposes, preparation of construction plans and <br /> specifications, and meetings with the County and permitting agencies . <br /> A brief description of the scope of services for Amendment No. 3 is provided below : <br /> Task 1 . Preliminary Site Plan Redesign to Include New t7.0 Acre Site <br /> Ecotech Consultants, Inc . (ETC) will assist the County with redesigning the site plan to include an <br /> additional t7 .2 acres located along the western boundary of the project site. <br /> The deliverables for this task will include two copies of the revised site plan. <br /> Task 2 . Preparation of Construction Plans & Specifications <br /> ETC and Masteller & Moler, Inc . will prepare plans and specifications for the permitted site design. <br /> The deliverables for this task will include two copies of the draft plans and specifications for review <br /> by the County. ETC will modify the draft plans and specifications as appropriate in response to <br /> comments received from the County, after the County completes their review of the draft application. <br /> Two copies of the final plans and specifications will be provided to the County. <br /> Page 1 of 4 <br />
