John Potts <br /> Re: Indian River County Utilities <br /> Proposal for Meeting with FDEP in Tallahassee on <br /> South RO Water Plant Concentrate Permitting <br /> 044572009 <br /> Date: October 18 , 2007 <br /> As discussed at our meeting on October 4, 2007 , Mr. Ali Kazi of Orlando <br /> FDEP has informally requested that a meeting be held with the FDEP <br /> Bioassay / Toxicity staff for the purposes of discussing findings to date as well <br /> as future actions that might be appropriate relative to the apparent toxicity <br /> displayed by concentrate generated at the South RO Water Plant. FDEP staff <br /> have been restricted in their travel budget; therefore, the FDEP Bioassay / <br /> Toxicity staff located in Tallahassee are not able to travel to Orlando for a <br /> meeting. Mr. Kazi has therefore suggested that we travel to Tallahassee and <br /> meet with them while he is involved by telephone hookup. An alternative <br /> discussed would be to meet in Orlando at Mr. Kazi ' s office and have the <br /> Tallahassee personnel available by telephone . This type of a meeting does not <br /> generally have as significant an impact as a face-to-face meeting. Additionally, <br /> there is usually significantly more interchange of ideas and information when <br /> the meeting is face to face . <br /> A meeting with Tallahassee Bioassay / Toxicity personnel would be beneficial <br /> for a number of reasons, not the least of which being Mr. Kazi and other <br /> FDEP staff apparently feel it would be appropriate. Additionally, the FDEP <br /> Bioassay / Toxicity staff reviews all testing across the state and therefore has a <br /> broader view of issues and causes of toxicity than any other group. <br /> Our current IRCU Work Authorization for work on this project does not <br /> include meeting with FDEP in Tallahassee.
