. INDIAN RIVER COUNTY MITIGATION REEF PROJECT <br /> TECHNICAL AND ENVIRONMENTAL SPECIFICATIONS <br /> 1 . SCOPE <br /> The CONTRACTOR shall provide all materials , labor, and equipment necessary to <br /> construct the Indian River County mitigative reef structure as identified in the <br /> construction plans and as described in the associated State and Federal permits and as <br /> described in these Technical Specifications . Potential bidders are advised that the reef <br /> quantities may be adjusted by the COUNTY without re-negotiation of unit prices or <br /> terms . <br /> The mitigative reef structure shall be constructed offshore of the Indian River County <br /> shoreline approximately 12 miles north of Ft. Pierce Inlet as specified on Sheet 4 of the <br /> construction plans . <br /> 2 . CONSTRUCTION WINDOW <br /> In accordance with FEDP Permit No . 0166929-001 -JC if the CONTRACTOR plans to <br /> conduct any operations on , or stage any equipment across the beach , such activities <br /> must be limited to December 1 through March 1 to avoid sea turtle nesting season . <br /> Commencement, prosecution , and completion of the work are also addressed in <br /> Sections 12 and 14 of the General Conditions . The time stated for completion shall <br /> include final site restoration of all work areas including staging areas and beach <br /> accesses . <br /> 3 . TIME EXTENSIONS <br /> If the CONTRACTOR plans to conduct any operations on , or stage any equipment <br /> across the beach , all construction shall be stopped and all equipment must be removed <br /> from the beach prior to March 1st. Time extensions for delays due to weather or <br /> equipment failures/availability shall not be granted . <br /> 4. CONFLICTS <br /> To the extent that there is a conflict between the various sections of the Contract <br /> Documents , the following order of documents shall govern : <br /> a . FDEP and USACE Permits <br /> b . In order of the most recent document date : Contract Modifications , Change <br /> Orders and/or modifications to the Technical and Environmental <br /> Specifications or Plans authorized by the COUNTY <br /> c. Technical and Environmental Specifications <br /> d . Construction Plans <br /> e . General Conditions <br /> f. Proposal and Bonds <br /> TS- 1 <br />
