Permittee : INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS <br /> Permit No : 200001872 ( IP - IS ) <br /> Page 7 <br /> by beach dredge and fill projects . Factors such as indices of <br /> recruitment , mortality , and size structure of fish and selected marine <br /> invertebrates should be included in the assessments of artificial <br /> reefs and should be compared with nearby , natural hardbottom reefs . <br /> The permittee will provide a draft supplemental monitoring plan if <br /> needed , to the Corps Merritt Island Regulatory Field Office for review <br /> and approval . <br /> 12 . The permittee agrees to include monitoring of the geogrid <br /> material , if applicable , in the annual mitigation monitoring reports <br /> to assure the geogrid material is functioning as designed . Any <br /> changes to the material ( i . e . , exposure , deterioration , etc . ) shall be <br /> reported to the Corps for review . Should the geogrid material not <br /> function as designed the Corps may require corrective measures or <br /> modification of the design . <br /> 13 . The National Ocean Service ( NOS ) has been notified of this <br /> authorization . You must notify NOS and this office in writing at <br /> least 2 weeks before you begin work and ' upon completion of the <br /> activity authorized by this permit . Your notification of completion <br /> must include a drawing , which certifies the location and configuration <br /> of the completed activity ( a certified permit drawing may be used ) . <br /> Notifications to NOS will be sent to the following address : The <br /> Director , National Ocean Service ( N/CS26 ) , 1315 East -West Highway , <br /> Silver Springs , Maryland 20910 - 3282 . <br /> 14 . The permittee agrees to submit an annual report by December 31 of <br /> each year the monitoring program is in place . A request for a final <br /> inspection should be submitted with the last mitigation monitoring <br /> report . The Corps will make the final success determination . <br /> 15 . The permittee agrees to provide the Corps with a monitoring plan <br /> for potential downdraft erosion along the shoreline within the <br /> mitigation area ( " Vero Covell ) for our review and approval . This plan <br /> will be submitted within 90 days of issuance of this permit <br /> instrument . The permittee agrees to establish a baseline prior to the <br /> deployment of the artificial hardbottom and , to submit annual <br /> monitoring reports for a three ( 3 ) year period .. <br /> 16 . The permittee agrees to conduct a towed video survey of the <br /> proposed borrow area and within a 400 - foot radius of the borrow area , <br /> with diver verification , to supplement the side - scan . sonar surveys <br /> previously performed .
