INSTRUCTIONS TO BIDDERS <br /> 1 . Defined Terms <br /> Terms used in these Instructions to Bidders, which are defined in the General Conditions, Section <br /> 00700, have the meanings assigned to them in the General Conditions . The term " Successful <br /> Bidder" means the lowest, qualified, responsible Bidder to whom OWNER (on the basis of <br /> OWNER'S evaluation as hereinafter provided) makes an award. <br /> 2 . Copies of Bidding Documents <br /> 2 . 1 Complete sets of the Bidding Documents in the number and for the deposit sum, if <br /> any, stated in the Advertisement or Invitation may be obtained from OWNER <br /> (unless another issuing office is designated in the Advertisement or Invitation to <br /> Bid) . <br /> 2 .2 . Complete sets of Bidding Documents shall be used in preparing Bids ; neither <br /> OWNER nor ENGINEER assumes any responsibility for errors or <br /> misinterpretations resulting from the use of incomplete sets of Bidding <br /> Documents . <br /> 2 . 3 . OWNER and ENGINEER, in making copies of Bidding Documents available on <br /> the above terms, do so only for the purpose of obtaining Bids on the Work and do <br /> not confer a license or grant for any other use. <br /> 3 . Qualifications of Bidders <br /> 3 . 1 To demonstrate qualifications to perform the Work, all BIDDERS shall submit <br /> with the completed Bid Forms, an audited financial statement, a list of major <br /> pieces of construction equipment and vessels owned by the BIDDER, and <br /> documentation demonstrating the BIDDER' S compliance with the qualifications <br /> listed below: <br /> 3 . 1 . 1 BIDDER must have at least five (5 ) years of experience in the construction <br /> of similar projects of this size and larger. <br /> 3 . 1 . 2 BIDDER must have successfully constructed, as prime CONTRACTOR, a <br /> project similar in scope to this project. <br /> 3 . 1 . 3 BIDDER must have good recommendations from at least three (3 ) clients <br /> similar to the OWNER. <br /> 3 . 1 . 4 The BIDDER ' S superintendent and assistants must be qualified and <br /> experienced in similar projects in all categories . <br /> 3 . 1 . 5 BIDDER must be able to provide evidence of authority to conduct <br /> business in the jurisdiction in which the project is located . <br /> INSTRUCTION TO BIDDERS <br /> IB - 3 <br />
