" The payment due under the Contract shall be paid by - the OWNER to the CONTRACTOR only after the CONTRACTOR has furnished the OWNER with an affidavit stating that all persons , firms or corporations who ' are defined in Section 713 . 01 , Florida Statutes , who have furnished labor or materials , employed directly or indirectly in the Work, have been paid in full . The OWNER may rely on said affidavit at face value . The CONTRACTOR does ' hereby release , remiss and quit-claim any and all rights he may enjoy perfecting any lien or any other type of statutory common law or equitable lien against the job . i SCA 7e08 Equal Employment Opportunity A. The CONTRACTOR shall comply with Executive Order 11246 of September 24 , 1965 , entitled " Equal Employment Opportunity, " as amended by Executive Order 11375 of October 13 , 1967 , and as supplemented in Department of Labor regulations (41 CFR Chapter 60 ) . SCA 7 . 09 Compliance With the Copeland "Anti =Kickback" Act ' A. The CONTRACTOR shall comply with the Copeland "Anti- Kickback" Act ( 18 U . S . C . 874) as supplemented in Department of Labor regulations (29 CFR Part 3 ) , SCAMO Compliance With the Contract Work Hours and Safety Standards Act A. The CONTRACTOR shall comply with Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U . S . C . 327-330) as supplemented by ' Department of Labor regulations (29 CFR Part 5) . SCAM1 Access to Books , Documents , and Papers ' A. The CONTRACTOR shall maintain books , records , documents and other evidence directly pertinent to performance on EPA funded work under this Contract in accordance with generally accepted accounting principles and practices consistently applied , and 40 CFR , Part 30 or 31 , as applicable , in effect on the date of execution of this Contract. The CONTRACTOR shall also maintain the financial information and data used in the preparation or support of ' the cost submission required under 40 CFR 31 . 36 for any negotiated contract or change order. The OWNER, United States Environmental Protection Agency ( EPA) , the Comptroller General of the United States , the United States ' Department of Labor, the Florida Department of Environmental Protection ( FDEP ) and the State , or any of their authorized representatives , shall have access to all such books , records , documents and other evidence for the purpose of inspection , audit and copying during normal business hours . The CONTRACTOR will provide facilities for such access and inspection . ' B . Paragraphs A through G of this clause are applicable to all negotiated Change Orders and Contract amendments affecting the Contract Price . C .
