SCOPE OF WORK <br /> Indian River County Beach Preservation Project — Sector 7 <br /> Monitoring and Tilling Services <br /> Introduction: <br /> The Indian River County Sector 7 Beach Renourishment project is located along the <br /> South County shoreline and extends between FDEP reference monuments R-97 and R- <br /> 108 . The proposed beach nourishment design includes the placement of a total beachfill <br /> volume of approximately 363,600 cy, which includes the placement of 36,400 cy of sand <br /> for the dune enhancement feature. Construction of this project is anticipated in the <br /> winter of 2005/2006 (concurrent with the Sectors 1 & 2 project) . <br /> This scope delineates monitoring and tilling services required under State and Federal <br /> permit. <br /> Task 1 - Nearshore Hardbottom Monitoring Plan <br /> Monitoring of nearshore hardbottom is required under both State and Federal permits for <br /> the project. Field work required as part of this monitoring has been approved under <br /> separate task order (Task order #13) and will be performed by Continental Shelf & <br /> Associates under subcontract to ATM. This scope authorizes additional QA/QC <br /> oversight of the monitoring by an independent entity (Coastal Eco-Group) as requested <br /> by FDEP staff. This task also includes additional coordination with FDEP staff regarding <br /> monitoring status, level of observed impacts and the monitoring plan . This additional <br /> effort will allow for proactive responses to agency concerns regarding the project and <br /> specifically impacts to nearshore hardbottom resources. <br /> Task 2 - Nearshore Turtle Monitoring ( Fall 2006 to Spring 2009 ) <br /> The Biological Monitoring Plan for the Indian River County Sector 7 beach restoration <br /> project contains an element for assessing sea turtle population levels in the nearshore <br /> area throughout the County. This assessment is to be conducted semi-annually pre- <br /> construction 2006, and continuing for three successive years thereafter. In-Water <br /> Research Group (IRG) will complete the field and statistical efforts described in this task <br /> under subcontract with ATM. The data is to be used to determine seasonal differences <br /> in sea turtle abundance in the nearshore environment, as well as differences in sea turtle <br /> abundance at differing distances offshore and at different locations within the County. To <br /> provide for sufficient data for analysis, two complete surveys, as described below, will be <br /> needed each sampling period. The complete project will require seven sampling periods, <br /> with two sampling events per period , for a total of 14 countywide sea turtle surveys. <br /> Task 2. 1 Field Surveys: <br /> Surveys will be conducted along a series of 3-kilometer long transects previously <br /> established by Indian River County.
