COMPREHENSIVE ANNUAL FINANCIAL REPORT <br /> (CAFR) <br /> The Government Finance Officers Association ofthe United States and Canada (GFOA) awarded a Certificate <br /> ofAchievement for Excellence in Financial Reporting to Indian River County, Florida, for its Comprehensive <br /> Annual Financial Report (CAFR) for the fiscal year ended September 30, 2001 . The Certificate ofAchievement <br /> is a prestigious national award recognizing conformance with the highest standards for preparation of state and <br /> local government financial reports . <br /> In order to be awarded a Certificate ofAchievement, a government unit must publish an easily readable and <br /> efficiently organized CAFR, whose contents conform to program standards . Such CAFR must satisfy both <br /> generally accepted accounting principles and applicable legal requirements . <br /> A Certificate ofAchievement is valid for a period ofone year only. Indian River County has received a Certificate <br /> ofAchievement for the last twenty fiscal years (fiscal years ended 1983 -2002) . We believe our current report <br /> continues to conform to the Certificate ofAchievement program requirements, and we are submitting it to the <br /> GFOA . <br /> Note : In addition to being awarded the Certificate ofAchievement, Indian River County has also been awarded <br /> the Distinguished Budget Presentation Award for the last twelve fiscal years (fiscal years ended 1992 - 2003 ) . <br /> xii <br />
