The work on the foregoing projects may occur at any time within the five ( 5 ) year rolling Capital Improvement Program , including but not limited to the following referenced list: • Capital Project List as outlined in the County' s Comprehensive Plan compiled by the County' s Community Development Office , dated October 2003 . • Capital Project as outlined in the Utility Master Plan prepared by Post , Buckley , Shuh and Jernigan ( PBS &J ) Inc . , dated October 2003 . • Capital Project List as outlined in the Utility Master Plan ( latest update) prepared by Brown & Caldwell Engineering , dated January 1997 . • Design and permitting of a new Utility Operation & Maintenance Facility with anticipated construction in excess of one million dollars . • Water & Wastewater Treatment Facilities Renewal & Replacement ( R & R) Projects with anticipated construction costs in excess of one million dollars . • Water & Wastewater Treatment Facilities Capacity Enhancement Projects with anticipated construction costs in excess of one million dollars . • Waster Distribution / Wastewater Collection R & R projects with anticipated constructions costs in excess of one million dollars . • And other projects as approved by the Board of County Commissioners .
