EXHIBIT A <br /> SCOPE OF PROFESSIONAL SERVICES <br /> INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br /> ENGINEERING SERVICES FOR ANNUAL PERMITTING SERVICES- 2007 <br /> AMENDMENT NO. 1- DETAIL COST ESTIMATE <br /> PROJECT UNDERSTANDING <br /> Each year Indian River County (IRC) Solid Waste Disposal District (SWDD) is required to <br /> document environmental compliance in accordance with several different permits . CDM assists <br /> SWDD with some of these submittals to the Florida Department of Environmental Protection <br /> (FDEP) each year including Full Cost Accounting and Financial Assurance. <br /> SWDD operates a Class I landfill through a contract with Waste Management Inc. and operates <br /> a Construction and Demolition (C&D) Debris Landfill facility. SWDD is required by Chapter 62- <br /> 701, FAC to provide financial assurance for each of these facilities annually. On August 30, 2007 <br /> CDM submitted the required FDEP Financial Assurance Cost Estimate Forms for Segments 1, <br /> IIA, IIB, and IIC of the Class I landfill, the C&D debris landfill, and the Segment I C&D debris <br /> cell. In a letter dated September 24, 2007 the FDEP requested the IRC SWDD submit a new <br /> detailed financial assurance cost estimate of the entire Class I landfill disposal area. The FDEP <br /> requested that the following items be included in the detailed cost estimate: <br /> 1 . Description of which parts of the disposal area have approved capping systems. <br /> 2. Description of which parts of the disposal area will be capped with a geomembrane and <br /> which will have soil cover . <br /> 3 . Drawings (plan and elevation views) clearly showing the location of each capping <br /> system. <br /> The additional information requested by FDEP will be provided in Task 2.3 . <br /> Task 2.3 - Detailed Cost Estimate <br /> CDM will prepare a new detailed cost estimate for the entire Class I landfill disposal area as <br /> requested by FDEP. CDM will provide a description of which parts of the disposal area that <br /> already have approved capping systems (soil cover or geomembrane) and describe which parts <br /> of the disposal area will be capped with a geomembrane. CDM will work with IRC SWDD in <br /> obtaining the drawings requested by FDEP. IRC SWDD will be responsible for providing the <br /> drawings requested by FDEP in Item No. 3 above. Budget to produce new drawings is not <br /> included in this amendment. CDM will respond to FDEPs September 24, 2007 letter with <br /> supporting documentation. <br /> A-1 jbuo3.aoc <br />
