EXHIBIT 1 <br /> SCOPE OF WORK <br /> INDIAN RIVER COUNTY <br /> SOUTH COUNTY WATER TREATMENT PLANT <br /> REHABILITATION OF WELL NO . 5 <br /> BACKGROUND <br /> Indian River County Department of Utility Services ( County) owns and operates the South <br /> County Water Treatment Plant (WTP) which currently operates with six existing Upper <br /> Floridan Aquifer (UFA) production wells . The County recently discovered that the existing Well <br /> No . 5 has suffered from a formation collapse and several partial blockages of the open hole, <br /> which have restricted flows available from the well . The County is therefore in need of <br /> rehabilitation services on the damaged well . <br /> The following is the scope of services to be provided under this authorization . <br /> SCOPE OF SERVICES <br /> CDM will perform the following task services . <br /> TASK 1 . 0 PREPARATION OF REHABILITATION PROTOCOL <br /> CDM will work with the well contractor (Aquifer Maintenance and Performance Systems, Inc . <br /> ( AMPS) ) to develop the appropriate multi-phased approach for rehabilitating the well and <br /> placing it into service . This will include physical reaming of the well to remove the obstructions, <br /> a video survey to confirm success of the reaming activities, air-lifting of the removed formation <br /> and sediment, acid treatment for the removal of calcification and organic buildup in the open <br /> hole portion of the well, and ultimately the disinfection of the well prior to placing it back in <br /> service . The contractor will also be required to develop the well until such time as the Silt <br /> Density Index test is acceptable to the County . CDM will prepare and provide a written <br /> protocol to the County and AMPS for review and discussion prior to beginning the work . <br /> TASK 2 . 0 INSTRUMENTATION AND PROGRAMMING <br /> CDM will include a requirement for AMPS to conduct performance testing to insure that the <br /> existing instrumentation from Well No . 5 is operating properly upon reinstallation in the <br /> rehabilitated well . Communications at the South County WTP rely on wireless telemetry; CDM <br /> will insure that the existing equipment functions accordingly . <br /> TASK 3 . 0 GENERAL SERVICES DURING CONSTRUCTION <br /> Subtask 3 . 1 Resident Project Representative <br /> CDM will provide part time field oversight during the rehabilitation of the well . CDM will <br /> coordinate with the Contractor to be on site during the critical components of the project, <br /> during all testing activities and surveys, and to verify the condition of all down-hole <br /> components prior to reinstallation in the well . CDM will conduct periodic site visits during the <br /> rehabilitation, amounting to up to 8 hours per week, as needed .
