No residential site shall be located within five <br /> • hundred ( 500 ) feet of a hospital complex , emergency <br /> entrance or exit . <br /> ( d ) Criteria for multiple - family dwellings within a CN , CL or <br /> CG district : <br /> 1 . All dwelling units shall be accessory to a <br /> permitted use within the applicable zoning <br /> district ; <br /> 2 . In cases where a single - family unit is being used <br /> in conjunction with a business , the total area of <br /> the residence may exceed the total area of the <br /> business . No dwelling unit shall have street <br /> frontage on the ground floor . <br /> • Expedited Permit Processing <br /> Housing Element Policv 1 . 5 <br /> POLICY 1 . 5 : By 2000 , the county shall assess its existing permit <br /> processing procedure and , if warranted , establish a full one - stop <br /> permitting process . <br /> . - Housing Element Policy 1 . 6 <br /> POLICY 1 . 6 : The county shall take all necessary steps to eliminate <br /> delays in the review of affordable housing development projects .
