In April 1999 , the District entened into a cost share agreement with Indian <br /> River County obligating funds from Water Management Lands Trust Fund and Indian River Lagoon (IRL) <br /> license tag sales for stormwater improvement projects in the East Roseland and Gifford areas . These projects <br /> involve the construction of treatment train methodologies designed to reduce pollutant loadings to the St. <br /> Sebastian River and Indian River Lagoon . The projects will also provide additional water storage capacit�to <br /> relieve localized flooding within the East Roseland and Gifford comrrtunities . The Gifford component has been <br /> completed . The project statement of work and contract for East Roseland has been modified three times with <br /> associated budgetary changes due to the volatility of land acquisition negotiations with the owner of one of the <br /> sites of the two planned wet detention ponds . The property owner initially agreed to sell the property to the <br /> County but later required changes to the design as a sale condition . The owner subsequently declined to sell his <br /> property necessitating another design change . The final design calls for the excavation of a 1 . 5 <br /> acre wet <br /> detention pond with littoral shelves and vegetated strips, installation of enlarged culverts and stormwater <br /> conveyance swales . <br /> JUSTIFICATION FOR EXTENSION : Construction of the East Roseland wet detention pond, conveyance <br /> swales and culverts is complete . The County is preparing a work order for the littoral shelf planting, and this <br /> task will be finished prior to July 30 , 2005 . The County is requesting this final no-cost time extension to comply <br /> with the contractually required water quality monitoring element of the project . The IRL program office <br /> recommends this 62 day no-cost time extension with revisions to Suction IV Task Identification , Timeframes <br /> and Deliverables of the original contract .
