E .
Indian River County Utilties
1840 25th Street
Vero Beach , FL 32960
FROM : Elizabeth Thomas , Project Manager
PROJECT NAME : Indian River County RO concentrate reuse
ACCOUNT NUMBER : 76-39 - 11 -6220- 8301 -04002
CHANGE ORDER IMPACTS : This change order will not impact the cost of the project or the reimbursement
amount for the cost-share award recipient .
JUSTIFICATION FOR EXTENSION : This contract concerns building a structure through which stormwater
will pass into the storage area . A time extension is needed because Indian River County has been having
discussions with the Florida Department of Environmental Protection (FDEP) about including the reuse of
reverse osmosis reject water in addition to the stormwater for which the project was originally planned. Indian
River County would like to maximize its reuse by blending reverse osmosis reject water with other sources
rather than disposing of it through deep well injection . The reuse of this reject water requires a surface water
storage area .
Storing and using brine reject water in this manner is unusual in Florida. Consequently , FDEP is unfamiliar
with permitting such activities and has been extremely careful about preventing potential adverse environmental
impacts from this project . Considerable time and effort has been required to assure FDEP that the project will
not have such impacts . A meeting between Indian River County and FDEP on November 16 , 2005 , resulted in
substantial progress towards resolving the permitting issues . The project scope may require amendment if
FDEP permits the addition of the brine reject water . Otherwise , Indian River County will proceed with the
stormwater reuse project as originally planned .
----- - --- -- - -- ----------- GOVERN 1 N G BOARD ---- ------- - - --
David G .
