011 <br />61 <br />i R <br />Pursuant to the foregoing notice requesting bids, the following bids were received: <br />Russell Concrete . . . . . . . $4.05 per barrel f.o.b. our trucks their site <br />Rinker Concrete, Inc. . . . . . $4.05 per barrel f.o.b. our trucks their site <br />Ponce Products, Inc. . . . . . $3.76 per barrel f.o.b. our truck, Vero Beach less 100 <br />discount, payable within 15 days - however a ramp <br />must be provided to unload to our trucks and with <br />the further provision that the first two hours <br />unloading time will be free, after that a penalty <br />of $5.00 for the first hour, $6.00 for the 2nd <br />hour; $7.00 for the third and increasing one <br />dollar per hour after that. <br />After considerable discussion and upon Motion made by Commissioner Hamilton, seconded by <br />Commissioner McCullers and unanimously carried, the County accepted the bid of Russell Concret <br />Inc. for furnishing bulk cement at their bid price of $4.05 per barrel f.o.b. county trucks <br />at their plant in Vero Beach, it being the finding and determination of the Board that this <br />is the lowest and best bid due to the fact that the bid of Ponce Products, Inc. has contin- <br />gencies affixed involving pnealties which in the judgment of the Board would cause their <br />bid to be higher than that of the Russell Concrete. The bid of Russell and Rinker are identi- <br />cal in price but the Board find the facilities for loading the County trucks at Russell will <br />expedite the work and'be of greater advantage to the County, thus the Board finds the bid of <br />Russell Concrete, Inc. is the lowest and best bid. <br />Alice Helleso, County Nurse, appeared before the Board and asked when the money for <br />the Indian River Mental Health Clinic would be paid and the Board informed her that the Asst. <br />State Auditor was checking into the charter and other details and would let the Board know if <br />and when it would be alright to pay any amount to this organization. <br />Mrs. Helleso also requested $80.00 to pay for a months supply of polio vaccine as <br />they were just about out and had no money to pay for any more. Upon motion made by Comm- <br />issioner Gifford, seconded by Commissioner Hamilton and carried, the Board authorized this <br />payment be made. <br />Mr. Art Karst, Mr. Joe Michael and Mrs. Jeanette Lier appeared before the Board with <br />a letter from the Indian River County Farm Bureau objecting to the adoption of a building code. <br />Said letter was ordered filed, <br />Mr. C. Lafton Nash, representing the firm of Reynold, Smith & Hills, Engineering <br />Firm from Jacksonville was introduced by Mr. Schmucker, and stated that his firm could make a <br />survey and study as to whether or not additions should be made to the Courthouse or build on: <br />ode of two sides, and that the survey would take six months and would cost $5,000.00. The <br />Board told Mr. Nash that they would have to talk the matter over and would let him know their <br />decision at a later date. <br />Bob Jennings, Sanitarian for Indian River County, introduced Tom Miller who will be <br />the new Supervising Sanitarian for Indian River and Osceola Counties. Mr. Miller told the <br />Board if at all possible he would like a special act passed requiring flush type toilets in <br />all shell houses sold and put up in this county.
