Dr. Waddell presented his Commission appointing him to the Board and said Commission <br />was dated as of the 11th day of May, 1959. <br />Bill Payne appeared before the Board representing the Rod and Gun Club and requested • <br />permission to build a temporary lodge hall on the OLd Pier out in.Blue Cypress Lake. The Board <br />informed Mr. Payne that.he would have to take this matter up with Central and Southern Florida <br />Flood Control District as the County had no control over the waters. <br />Mr. Emil Kunkel appeared before the Board with respect to getting the roads paved <br />in Florida Ridge Subdivision and stated that he had received a call from someone in Tallahassee, <br />stating that the County could borrow money from the State to build such roads and then pay the <br />State the money back. The Board said they knew of no money available to borrow except the gas <br />tax money or secondary road money. After some discussion in the matter the Board requested <br />the County Attorney to write to our representative Buck Vocelle and see just what money Mr. <br />Kunkel could be talking about. <br />Mr. Studer appeared before the Board and stated that he had signed a right of way deed <br />giving right of way for Glendale with the understanding that the County would put up a guard <br />rail but that some of the others were getting paid and would not be hurt and would like for the <br />County to do something more for him. After some discussion in the matter the County stated <br />they would put a guard rail along Glendale and also Emerson Ave. for Mr. Studer. <br />Dr. Waddell, stated that he had been in Jacksonville and had contacted Mr. Sooner <br />with the Army Corp. of Engineers and Mr. Spooner stated he would see if he could find out just <br />where or on whose desk our request for public park on the beach is at the present time and <br />see if they could speed things up some. <br />Sherman N. Smith, Jr. stated he had received a check from General Development Corpor- <br />ation in the amount of $22,000.00 so we can go ahead with the railroad crossing in Sebastian. <br />He further stated that the railroad had not as yet agreet to let us have a crossing at 16th <br />Street. <br />Chairman Graves stated he had had a call from Reverand Owen in Wabasso and that he had <br />found someone who would work for nothing as a lifeguard in Wabasso and that he was qualified <br />for this type of work. The Board was pleased to hear of it. <br />Chairman Graves further stated that he had received a letter from the Chamber of <br />Commerce and wauld like to appoint Dr. Waddell to work with the Chamber of Commerce of Vero <br />Beach on their budget commitee. <br />The Deputy Clerk stated that Mr. Smith, owner of Riverside Estates Subdivision had <br />complied with the conditions under which the Planning and Zoning Board had made their recom- <br />mendation to the Board of County Commissioners. Upon Motion made by Commissioner Macdonald, <br />seconded by Commissioner McCullers and unanimously carried, the following Resolution was <br />adopted: <br />R E S O L U T I O N <br />WHEREAS, the Zoning Commission of Indian River County, Florida, did after public <br />hearing make its final report recommending changes and additions to the Zoning Resolution of <br />Indian River County, Florida; and, <br />1 <br />1 <br />0 <br />1 <br />E <br />0 <br />
