PROGRAM NEED STATEMENT (Entire Section B not to exceed one page) <br /> 1 . a) What is the unacceptable condition requiring change? b) Who has the need? <br /> c) Where do they live? d) Provide local, state, or national trend data, with reference <br /> source, that corroborates that this is an area of need. <br /> The unacceptable condition requiring change is: <br /> • One in 5 children has a diagnosable mental, emotional or behavioral disorder, however <br /> approximately 70% of the children do not receive mental health treatment (NIMH, 1999) . <br /> • An estimated 2 . 7 million children (nearly 5%) are reported by their parents to suffer from <br /> definite or severe emotional or behavioral difficulties (Report, "America' s Children: Key <br /> National Indicators of Well-Being 2005). Children from poor families were more likely to have <br /> emotional or behavioral difficulties than other children. <br /> • Mental health issues in children can lead to underachievement and social isolation <br /> (NIMH, 1999). <br /> • Indian River County has 4294 (21 . 1 %) of children living in poverty (IRC Children' s <br /> Services Advisory Committee 2002-2005 Community Assessment & Plan). <br /> 2. a) Identify similar programs that are currently serving the needs of your targeted <br /> population; b) Explain how these existing programs are under-serving the targeted <br /> population of your program. <br /> Children needing mental health services whose families qualify for Medicaid and/or have <br /> insurance, may access services provided by Sun Coast. Children may also be able to access <br /> services provided by New Horizons to the various public schools. <br /> 5 <br />
