Hibiscus Children's Center — HOPE Program (Healthy Opportunities for Parenting Excellence) <br /> Indian River County Children's services Advisory Committee <br /> counselor in the family' s home reduces barriers such as transportation, waiting lists (for mental <br /> health and substance abuse), accessing/negotiating affordable housing and child care, acquiring <br /> employment and other issues. The family' s needs are addressed in a plan developed with the <br /> family to increase their functioning and self sufficiency and ensure a safe supportive <br /> environment. Utilizing family centered, strength-based services, and the Developmental Assets <br /> model, HOPE embraces principles of inclusion of family caring and love; support; positive <br /> communications; appropriate boundaries; responsibilities; appropriate expectations and <br /> successful community involvement. The HOPE program philosophy is based on the strengths of <br /> all individuals and the family in addressing and helping them become successful. <br /> 4. List staffing needed for your program, including required experience and estimated <br /> hours per week in program for each staff member and/or volunteers (this section <br /> should conform to the information in the Position Listing on the Budget Narrative <br /> Worksheet). <br /> Program Director (.25) program oversight. A minimum of 12 hours per week is designated <br /> toward the oversight of this program. The Program Director is required to have a Bachelor' s <br /> Degree, with a preference for a Master' s Degree, in social services or a related field and <br /> requires a minimum of three years supervisory and child abuse and related experience. <br /> Program Manager (.5) provides a high level of supervision to staff members, data collection, <br /> billing, as well as liaison to community agencies including UFF, DCF, and other community <br /> partners. Approximately 20 hours per week are designated to management of this program. <br /> The position requires a Bachelor' s degree, with a preference for a Master' s Degree, in social <br /> services or a related field and three years of child abuse and related experience. <br /> Family Counselor (4) provides direct services. The counselor will have a minimum of a <br /> bachelor' s degree, and two years experience providing direct services to children and families. <br /> These positions are full time exempt positions. <br /> Administrative Assistant (25) provides clerical and data entry support for the program in order <br /> to maximize staffs' time spent directly with the family. Two years of related experience is <br /> referred. Approximately 10 hours per week are designated to the program. <br /> 5. How will the target population be made aware of the program? <br /> Referrals for the HOPE program will be made through Children' s Home Society and Family <br /> Preservation case managers referring high risk reunification cases. In addition, Hibiscus <br /> continues to work with Judge Levin and the Dependency Drug Court to ensure timely referrals to <br /> serve families whose children are in the process of reunifying with their families . Eligible <br /> families are deemed appropriate for services as they will require more than the standard case <br /> management, linkage and referral offered by the dependency system. The HOPE program will <br /> be able to provide more intensive interactions with the families (averaging 4-6 hours per week) <br /> and more hands on education and skill building to teach and reinforce appropriate parenting, <br /> positive communication, supportive relationship building and conflict resolution. Referrals can <br /> be accepted and families contacted within two hours ! <br /> 6. How will the program be accessible to target population (i.e., location, transportation, <br /> hours of operation)? <br /> Counselors are available 24 hours a day, seven days a week. Services are provided in the homes <br /> of families or at mutually determined locations. <br /> 6 <br />
