CONSULTANTTRAFFIC IMPACT <br />Scone of Services <br />The Indian River County Board of County Commissioners intends to retain a professional <br />transportation engineering consultant for the purpose of reviewing County procedures <br />and regulations related to transportation concurrency, traffic impact studies and roadwav <br />improvements necessitated by new development. ✓ <br />Specifically, the following sections of the Indian River County (IRC) Code are to be <br />reviewed and compared to practices in other Florida Counties. <br />A) Chapter 910 Concurrency Management System — all sections related to <br />transportation <br />B) Section 952 06 Roadway leve, ofservicestandards <br />C) Section 952.07 Traffic impact study <br />D) Section 952.10 Road improvement design <br />E) Section 952.12 Access control <br />The consultant will prepare a report addressing each of the Code sections identified <br />above. The report will identify practices in other local Florida governments, including <br />applicable regulations. The report will also identify and evaluate options and alternatives <br />to current IRC practices, and recommend changes to IRC procedures and regulations. <br />In performing the review, the consultant should also address the following areas of <br />concern. <br />1. The proper scope, procedures and traffic engineering practices involved in <br />preparing traffic impact studies <br />2. Required roadway and intersection improvements necessitated by the traffic <br />impact of new development, including right and left turn lanes. r <br />3. Trip generation rates <br />4. Trip distribution models <br />5. Traffic concurrency <br />6. Timetable for "vesting" project traffic <br />7. Traffic counting procedures <br />8. Impact area calculation methodology <br />9. Capacity determination methodology <br />
