Florida Erosion and Sediment Control Inspector's Manual <br /> Phase I <br /> This is the first construction related activity to occur on any site . Installation of initial <br /> controls shall be discussed at the pre-construction conference. The contractor and <br /> the inspector should understand the inspection and maintenance requirements of <br /> the specified BMPs , as well as the location and proper installation procedures. <br /> Offsite runoff should be diverted around the project if stabilized areas, adequate <br /> conveyance, and/or protected inlets are available . Sediment traps and basins <br /> should be built to receive the anticipated runoff and sediments. A temporary <br /> sediment basin in the location of the permanent stormwater facility makes efficient <br /> use of space and simplifies future tasks. Perimeter controls and diversions must <br /> be installed to keep sediments onsite and directed to the traps and basins . As <br /> clearing and grading progresses , temporary seeding and mulching should follow <br /> immediately for areas which will not be worked for a period of seven days or more . <br /> Phase II <br /> r <br /> This phase is the interim phase of the project. The permanent stormwater <br /> management system is constructed in conjunction with the other construction <br /> activities. Before runoff is directed into it, the system must be properly stabilized . <br /> Additionally it must be protected from sedimentation until completion of the project . <br /> As the stormwater facilities are constructed , they should also be kept free of <br /> sediments . Special care must be taken if stormwater ponds are used as temporary <br /> sediment basins to ensure complete removal of accumulated sediments which <br /> would reduce stormwater storage volume and cause premature clogging . If <br /> possible , design and excavate the sediment basin bottom 6" to 12" ( 15 - 30 cm) <br /> higher than the eventual pond bottom. Land disturbance should occur only in <br /> areas which are being actively worked . Graded areas should be seeded and <br /> mulched immediately if they will not be worked for a period of seven days or more . <br /> A regular maintenance program should insure inspection and maintenance of <br /> BMPs by the contractor weekly and/or after significant rain events . Any failures <br /> should be analyzed to prevent recurrence . Substantial changes to the approved <br /> plan must be made or reviewed by the designer and approved by the appropriate <br /> regulatory agency. <br /> Phase RI <br /> This is the completed project. The entire stormwater management system should • <br /> be built according to the approved plans . Substantial deviations from the plan may <br /> require revisions by the design professional , reapproval by the regulatory agency, r <br /> and/or reconstruction by the contractor. The system must also function as <br /> designed and in compliance with applicable regulatory criteria . Any previously <br /> unforeseen activities which could compromise the function or maintainability of the <br /> system should be addressed immediately. <br /> 4-2 • <br />
