E. , Project Engineer Ga , J71-) .J <br /> SUBJECT: RECOMMENDATION OF AWARD - MAIN RELIEF CANAL POLLUTION <br /> CONTROL SYSTEM PROJECT NO . 0113 , BID NO. 2007066 <br /> DATE : July 13 , 2007 <br /> DESCRIPTION AND CONDITIONS : <br /> The subject project is the continuation of implementing the adopted East Indian River <br /> County Master Stormwater Management Plan . When installed , the Main Relief Canal <br /> Pollution Control System will remove tremendous quantities of pollutants and trash from <br /> canal water before the water enters the Indian River Lagoon (hereinafter "Lagoon") , <br /> thereby improving the Lagoon 's water quality, leading to increased seagrass coverage <br /> and helping the County comply with forthcoming total maximum daily loads established <br /> for the Lagoon by the Florida Department of Environmental Protection ( hereinafter <br /> "FDEP") and the U . S . Environmental Protection Agency. <br /> On May 11 , 2004, the Board of County Commissioners unanimously approved a Work <br /> Order for final design services for regional stormwater pollution control systems in the <br /> Main Relief Canal, the South Relief Canal , and the North Relief Canal of the Indian <br /> River Farms Water Control District ( hereinafter " IRFWCD" ) . The stormwater pollution <br /> control systems ( hereinafter "vortex systems" ) design resulting from that Work Order <br /> would use self-cleaning bar screens , vortex treatment units , and screw press <br /> dewatering units to physically capture and remove material from the canal water. Final <br /> engineering design was competed and the engineer's final opinion of probable <br /> construction cost was approximately S1 3 . 7 million , about double the engineer's 30 <br /> percent design construction cost estimate .
